Assembly Shipments -  From USA to Australia
 
 
 
Dear Valued Customer,

All exporters and  importers should be aware of Australian Customs and Border Protection (Customs) impending enforcement on Assembly Shipments and their requirements for reporting as this will increase customers costs to ensure compliance.  Australian Customs is enforcing its legislation prohibiting Assembly shipments to and from Australia.  This legislation which is now in force requires that each HAWB / HOBL contains only 1 shipper / consignee.  Where multiple shippers exist and assembled to the one end customer, they must now be shipped individually on separate HAWB / HOBL.  This change in process provides Australian Customs accurate information to undertake a risk assessment and facilitate clearance of the cargo.  Multiple orders from the same seller can still be combined and sent as one shipment.  

Customs have released Australian Customs Notice (ACN) 2013/20 relating to their Approach to Managing Cargo Reporting Compliance. Customs and industry have been working together in recent years to achieve improved cargo reporting compliance and these requirements will now be enforced through the Customs penalty regime when other efforts have not achieved compliant behavior.

What does this mean for the Customer?

All Consignor / Consignee shipments must now move on separate Air Waybills / Bills of Lading, including import and export, to facilitate correct reporting to Customs.

Where customers request goods from more than one supplier in a particular country to be shipped as one consignment the goods may arrive or depart together on an aircraft or in the same container however, there must be an individual Air Waybill / Bill of Lading issued. This provides accurate information for Customs to undertake a risk assessment and facilitate clearance of the cargo.

Airfreight Consignment Clearances must be lodged on separate Import Declarations (IMPDEC's) for each different supplier, adding additional clearance costs to customers consignments. DHL Global Forwarding understands this could be a significant change and will be working with customers to minimise additional costs where possible.
