Kiel Canal causing concern

The re-tendering and award process of the 55 terminal concessions in Brazil will be the responsibility of the National Agency for Waterway Transport (Antaq), but questions have been asked as to whether the agency is up to the task of achieving this over the designated period, which is just six months. Antaq has to date awarded only five terminal concessions since it was first established in 2001, and many doubt that the organisation has the personnel or experience in place to handle such a major task. It has been charged with awarding all new concessions going forward as part of Brazil's drive to boost existing port infrastructure....
